Oven Temperture Control WAY OFF

I'm just an apartment dweller with a new range that under cooks. When it was installed I immediately noticed the oven temp knob mark setting was to the right of "Off". When I pulled the knob off I saw the mounting screws for the thermostat not straight up and down, off to the right too. Though a non-Whirlpool repairman tested the temperture twice in two days and found it okay over one cycle, on-off-on, it still under cooks at 350F for 55 mins. I mean luke warm Lasagna. So I will put the temperture mark to a "higher" temp setting to adjust for its misalignment on top. Hopefully that will work. And I'll have to buy a oven temp thermometer. Oh well what can I expect for a low-end replacement?
